High-schoolers’ ‘recess’: Benefit or brain drain?

Ed Linz, a physics teacher in Fairfax County, says the county is using the equivalent of 10 instructional days a year to prepare a few struggling students for state tests while the rest surf the Net, watch TV in the cafeteria and other stuff. Linz’s solution would put them back in the classroom, but his principal says the program works.
